A ceramic coating bonds to the clear coat and leaves a harder, slicker surface than the paint had on its own. Water beads and carries dirt away instead of drying in place, so the car spends less time dirty and needs less contact to clean, which is where most swirl marks come from.
The finish only performs as well as the preparation underneath it. Paint is decontaminated and corrected first, because a coating locks in whatever it is applied over. Skipping that step seals defects in for the life of the product.
